But helpful is the tool that appears at the center top there it will display the total tile count as well. Yes the limit is 4 up and 4 down but if you use the foundation tool as a basement you can make it 5 down.

There is a tutorial but it s on a site with mods but just google sims 3 9 livable levels and you will find it. The extra floors don t necessarily have to be functional just visible. If the height limit was reached just put a dormer to unlock the limit. There are 3 tiers for tiny builds.
